In honor of his distinguished military service and leadership, the Notre Dame Alumni Association recognizes the Honorable John P. Dever ’91 with this award.

Dever began his career as a Korean linguist in the U.S. Army and was later commissioned into the Judge Advocate General’s Corps. He deployed multiple times, was wounded in combat, and received the Bronze Star and Purple Heart medals. After leaving active duty, Dever became Assistant General Counsel at the Federal Bureau of Investigation and then Assistant U.S. Attorney for the Northern District of Illinois, Chicago.

After his government service, Dever became an executive at General Electric (GE), where he served as Global Crisis Management Leader. He received the GE Chairman’s Award and proceeded as an executive at several of the world’s largest financial institutions, including GE Capital, Wells Fargo, and UBS. Before returning to serve the country, Dever led Lockhaven Solutions—an enterprise risk management and cybersecurity consulting firm—as its CEO.

Dever co-chaired Task Force Movement, a White House initiative to improve the nation’s cybersecurity while enhancing employment opportunities for Veterans. He also co-founded and was the co-director of the Center for National Security and Human Rights Law at the Chicago-Kent College of Law.

Dever was nominated by President Trump to be General Counsel for the Office of the Director of National Intelligence (ODNI). He was confirmed by the U.S. Senate and currently serves as the Chief Legal Advisor to the Director of National Intelligence, providing legal oversight and guidance to all 18 Intelligence Community Agencies.

Dever received his education from the University of Notre Dame and from The Georgetown University Law Center, holding a doctorate in juridical science in cyber law.
